It certifies that the holder can make use of all Afterburners and Tech 1 MicroWarpdrives, and all low-slot modules contributing to velocity. The holder is aware that MicroWarpdrives are often non-functional inside Deadspace areas. This is a useful skillset if you occasionally want more speed than a regular Afterburner can provide.
